In order to promote the development of infrastructure and the improvement of the quality of vocation rehabilitation services, the National Institute of Vocational Rehabilitation (NIVR) conducts research on vocational rehabilitation services, the development of technique, and the training of professional personnel.

In order to develop policies for vocational rehabilitation for persons with disabilities and improve employment support techniques at Local Vocational Centers for Persons with Disabilities as well as Employment and Life Support Centers for Persons with Disabilities, hospitals, and special-needs schools, the NIVR conducts the following research based on the current situation surrounding persons with disabilities and trends in the development of disability-related measures.
(1) Pioneering research related to vocational rehabilitation for persons with developmental disabilities, mental disabilities, higher brain dysfunctions, and intractable diseases
Activities include research on issues related to employment support for persons with developmental disabilities and research on factors for making continued employment possible for persons with higher brain dysfunctions.
(2) Research contributing to solving the problems of vocational rehabilitation work carried out at Local Vocational Centers and other employment support agencies
Activities include research related to problems arising in employment support services and research for expanding job categories for persons with disabilities in the agricultural sector.
(3) Research for developing effective support tools and other methods for local employment support agencies
Activities include development of checklists for transition-to-work support and research related to how information support should back up employment support programs provided by relevant local agencies.
(4) Pioneering research related to vocational rehabilitation for persons with developmenta
Activities include research about the effects on corporate management caused by employing persons with disabilities and research related to employment situations of persons with mental disabilities for promoting their employment.
Research results are integrated into Research and Survey Reports, Material Series, and various manuals, and distributed widely to related facilities, administrative agencies, employers and employers' organizations, etc.
In addition, Test Tools and Training Materials are also developed and provided to employment support agencies, including the Local Vocational Centers for Persons with Disabilities for their use in employment support practice. Equipment and software for employment support are commercialized in cooperation with manufacturers.

▲Research and Survey Reports Manuals
Targeting personnel at employment support agencies, institutions in the field of welfare, medical care, and education, and persons in charge of employment management at business offices, the NIVR holds Vocational Rehabilitation Research Meetings every year as a venue for presenting the results of the research and activities conducted by the NIVR and these institutions, as well as for information exchange among them.
The NIVR develops support methods for persons with developmental disabilities, mental disabilities, and higher brain dysfunctions for which traditional methods of support are ineffective due to the increasing severity and diversification of such disabilities.
Effective support methods developed through actual support for such individuals were integrated into Reports on Practical Support Methods and Support Manuals, and provided to the relevant agencies, including Local Vocational Centers for Persons with Disabilities for their employment support activities.

The NIVR offers systematic training according to positions and years of experience for vocational counselors for persons with disabilities and vocational training instructors stationed at Local Vocational Centers and Regional Vocational Centers for Persons with Disabilities in order to provide these specialists with knowledge and skills to improve the quality of their services.
Targeting personnel responsible for employment support for persons with disabilities at related institutions including Employment and Life Support Centers for Persons with Disabilities, hospitals, and special-needs schools, the NIVR offers training in basic vocational rehabilitation knowledge and skills required for employment support to improve the quality of their services.
(1) Education and Training of Job Coaches
This is training for the nurturing of job coaches stationed at Local Vocational Centers for Persons with Disabilities, and the 1st and 2nd level job coaches who are provided by welfare institutions or by employers, utilizing the grant for job coaches.
This training aims to promote the acquiring of technical knowledge and support methods required for becoming a job coach by combining the training conducted at NIVR and regional training conducted at Local Vocational Centers.
(2) Support Skills Training for Job Coaches
This is training for 1st and 2nd level job coaches with a certain amount of practical experience and it aims to improve their skills in supporting workers with disabilities and employers in areas such as employment management and task redesign.
(3) Training of Personnel Responsible for Employment Support at Employment and Life Support Centers for Persons with Disabilities
The objective of this training is to provide the knowledge and support skills necessary in performing the tasks of personnel responsible for employment support at Employment and Life Support Centers for Persons with Disabilities, as well as to improve their support skills.
(4) Seminar on Employment Support for Persons with Developmental Disabilities
This training is aimed at providing knowledge and support skills related to disability traits and vocational issues for personnel responsible for employment at support institutions for persons with developmental disabilities such as Support Centers for Persons with Developmental Disabilities.
(5) Practical Vocational Rehabilitation Seminar
This is training for obtaining specialist knowledge and practical employment support skills by different types of disabilities, targeted at personnel responsible for employment support for persons with disabilities at related institutions including Employment and Life Support Centers for Persons withDisabilities, hospitals, and special-needs schools.
